PORT DESCRIPTION

Location: Odessa is located on the N shore of the Black Sea in the SW part of Odessa Bay, approx 150km NE of the Romanian border.
General overview: The port is open for navigation all year round.
Imports: Raw sugar, containers, fruits and general cargo.
Exports: Non-ferrous and ferrous metals, containers, chemical fertilisers, paper, and cereals.
Traffic figures: Approx 1,200 vessels visit the port each year.
Load Line zone: Summer Zone for ships over 100m in length and Winter Seasonal Area for ships of 100m or less in length, Winter Dec 1 to Feb 28/29, Summer Mar 1 to Nov 30.
Max size: LOA 240m, draft 12.5m, beam 40m.

PRE ARRIVAL INFORMATION

ETA's: Masters of vessels must supply the port with arrival information approx 10 days prior to ETA, and also specify the time of arrival 48, 24, and 4 hours prior to arrival. The message to include, purpose of call, vessel details, flag, LOA, beam, depth, number of holds, number of crew members on board, amount of cargo for discharge/loading, information about heavy weight, long length cargoes and last port of call.

Communications: Traffic in the harbour is controlled by the Traffic Control Station throughout 24 hours.

VHF: Callsign "Odessa Port Control" Ch 14, 20, 67. During navigation in the Control Zone all vessels can contact the port on Ch 14, and on frequency 2,182kHz via Radiocentre BLASCO, callsign "Odessa Radio 1".

Vessels should give the following particulars to the Pilot Operator on duty:

1. Vessel's name, owner, length, beam, draft
2. Last port of call and purpose for calling at the port of Odessa
3. Specialised vessels (LASH vessels, barge carriers, Ro-Ro and such like), also indicate the number of propellers, their pitch (variable or constant), engine power, availability of thruster and its power.

Thereafter, the vessel will proceed accordingly to the instructions of the Traffic Control Station.

Reserve Channels: Traffic Control Station Ch 67. Port tugs, pilots Ch 08, 09. BLASCO (BERNC) Ch 37. "Transflot" Ch 30. Tcherazmorput Ch 95.

Vessels staying within Odessa Port Control Zone (at anchorages, at berths and in motion) are prohibited to use VHF for private communications on frequencies Ch 06, 08, 09, 14, 16, 31, 33, 67, 70, 74.

VHF: For all operations (entering in Control Zone, anchoring, weighing anchor, mooring, unmooring, shifting, lug raising and others) vessels require a Traffic Control Station permit. If vessels do not begin within 30 minutes and do not enter the Control Zone, the permit will be cancelled and must be applied for again.

All traffic entering the Control Zone is prohibited without authorisation from the Traffic Control Station.

On first radio contact with the Traffic Control Station, the following information will be required:

1. Vessel's name and type
2. Control Zone entering time or leaving berth time
3. Speed in manoeuvring conditions
4. Nationality and department
5. Vessel's addressee
6. Full and partial register capacity
7. Type and quantity of cargo
8. Length and beam of vessel
9. Other information required by Pilot Operator of Traffic Control Station

Radar: Radar assisted pilotage may be executed on Master's order, and if visibility is less than 3nm it is obligatory. Radar assisted pilotage of passenger ships, gas carriers, chemical carriers, ferries, tankers and unique ships, barge carriers is obligatory in any visibility. Only vessels operating main engine, steering and anchor gear, radar system, VHF, hydrocompass and sound alarm, may be accepted for radar assisted pilotage.

Health regulations: Masters of all vessels proceeding from foreign ports must inform the Sanitary and Quarantine Department via the agent of the situation onboard. If the Master has any sick crew members or passengers he should anchor and await instructions. Advance notice for medical attention is required, notice should be given to the agent.

Agent to advise Port Health and Quarantine department of ETA or ETD 12 hours prior to arrival and when passage duration is less than 48 hours, not more than 6 hours.

Vessel receives free pratique when formalising vessel's arrival.

Master can request pratique on VHF through agent, by providing the following information:

1. Number of crew/passengers on board
2. Presence of ill persons
3. Ports of call for the last 28 days
4. Availability on board of sewage purification plants (with certificate not older than 5 years)
5.Availability of accumulation plants for sewage water.

Derat and Derat Exemption can be renewed.

Customs and immigration: No limits on tobacco on board vessel, but when going ashore not more than 1 or 2 packets. Wine/spirits not to be taken ashore.

Flags: Interco flags are used only with permission of the Harbour Master.

General notices & regulations: In accordance with Ukrainian legislation, agency informs all approaching vessels about necessity of replacing ballast prior to entering the Black Sea. It is prohibited to discharge ballast in the 12nm zone. Permission for discharge in port and roadstead is given by state inspectors after positive analysis results. All calling vessels should be equipped with closed fan and accumulation tanks.

Obligatory regulations in Odessa Sea Port and registration points: Louzanovka, Langeron, Otrada, Delphin, Arcadia, the 10th, 13th, 16th stations of Bolshoi Fontan, Tchemomorka commissioned since Apr 10, 1997.

NAVIGATION

Port limits: The port waters are bounded in the S by parallel of 46°25.0'N from the shoreline as far as its intersection with meridian 030°54.0'E, in the E in the N by parallel 46°32.0'N to its intersection with the shoreline and on the W by the shoreline and berth limits.

Port waters include interior port water area and external roadstead with anchorages No 354 and 355.

Sea buoys, fairways and channels: For entering and departing the port, there is the Eastern gateway, Western gateway, Northern gateway and Main Oil Harbour Channel including first and second bends.

It is recommended that Masters should enter the port via Vorontzov gateway on fixed course, near 180°.

Pilot: Compulsory, arranged through agent. Vessels should give 12 days, 96, 24 hours notice through Odessa Radio. Pilot boat uses international pilot flag. Vessels require pilot to show international flag "G". Request for pilot should be made by the Master through the agent at least 4 hours prior to requirement.

The pilot is brought on board and returned to shore by pilot launch, 1.7nm ESE of the Vorontsovsky Lighthouse (46°29.0'N°°030°48.0'E).

The Master is responsible for the safety of the pilot launch and the pilot when he boards and disembarks from the vessel as well as during his stay thereon.

The boarding pilot shall be informed by the Master of the vessel's draft, length, beam and other particulars required for the safety of pilotage and mooring.

Anchorages: Two anchorages are available at the Odessa Roadstead. They are Anchorage No 355 and 354. Anchorage No 354 is for large capacity vessels, tankers, vessels with dangerous cargoes and other ships standing by for entering the port. Anchorage No 355 is used by vessels clearing in or out of port and by those that are to take on water, supplies, fuel, or undergoing minor repairs, etc. The boundaries for these anchorages are duly charted.

Vessels shall proceed to and anchor at Anchorage No 354 without assistance. Upon anchoring, the vessel shall communicate to the Traffic Control Station the bearings and distance from the Vorontsovsky Lighthouse.

Anchoring in the Oil Harbour Channel, in the prescribed routes and harbour approaches as well as in the harbour gate should be avoided

Tidal range and flow: Range 0.6m.
Dock density: 1012.
Weather: Prevailing winds: N'ly. The port is navigable throughout the year, with the assistance of an icebreaker for approx 30 days a year.
Ice usually appears in the second half of Dec and finally disappears in Feb or Mar. The ice is often broken up by stormy winds. In mild winters Odessa Bay has remained ice free throughout the season.

Traffic schemes: Traffic separation scheme: Odessa is approached by way of two traffic separation schemes, one of which leads from the traffic roundabout and the other which follows the coast from the entrance to Ilyichevsk 11nm S. A recommended route, leads ENE to Kherson.

The area within a radius of 3nm from Vorontsovsky Lighthouse is under the control of the Harbour Control Post situated at the Signal Station on the Quarantine mole.

No vessel may enter or move in this area without permission from the Control Post and Masters should, well in advance and not later than 40 minutes before arrival at the zone limits, advise the Control Post by VHF stating name, nationality, draft and time of approach and then act according to instructions given by the Post.

Under poor weather conditions shore radar assistance is compulsory.

Restrictions: The speed of a vessel shall not exceed 4.0kts when passing through the approach channel or in the port area. When entering or leaving the port, vessels of a medium size must have a keel clearance not less than 0.3m, large vessels not less than 0.6m. When in port waters, vessels whose draft is 11m or more are considered to be restricted by draft, and should exhibit lights and signals as per Rule 28 IRPCS-72.

Vessels should enter only with pilot and have lights according to pilot's instructions. Vessel can enter and leave the port at any time day or night.Large vessels laden with ballast water only, are allowed to moor to a berth is winds do not exceed 25kts. Smaller vessels may be turned broadside on to a loaded vessel of a large size, but not vice versa.

Entry prohibited to all ports of the Odessa Region for all vessels not complying with MARPOL and tankers, gas carriers, chemical products carriers over 15 years old.

Tugs: Towage compulsory for vessels over 100m LOA.

The number of tugs for mooring/unmooring at berth, when required, is determined by the Master according to the pilot's advice. Contact Traffic Manager On VHF Ch 14, callsign "Odessa Port Control", at least 2 hours prior to the vessel approaching the port gateway.

Mooring information: Large vessels in fully ballasted condition are allowed to berth if winds do not exceed 25kts.

Names/Nos: The port comprises of sheltered berths with depths alongside from 8.0m up to 13m, with a total shoreline length of over 8,000m.

CONTAINER TERMINAL: Vessels length up to 240m, draft 12m may be accepted. Terminal's can handle up to 100,000teu annually. The terminal is equipped with berth and back gantries, forklifts, super stacker and other specialised equipment.

TANKERS: No reducing pieces necessary. Oil slop facilities available. The Oil Harbour is situated in the northern part of the port (the inner roads), northward of Rabochaya Harbour which is formed by a "T"-shaped jetty extending ESE offshore.

Ballast/slop reception: Available for slops and oily mixtures containing chemicals, provided by barges and shore tanks, located in the Oil Harbour.

Recreation: Crew members must carry valid Seamen's Books and passports.

Landing passes give crew members the right to stay in the port town for 24 hours.

Garbage: Collection service is available, drums and skips are provided alongside. Food waste and garbage should be pre-bagged, bags or containers are available via port agent.
